Yes. If your gTLD (Generic top-level domain, .com .net .org .biz .info) doesn't have Private Registration enabled, then there is a grace period (generally 30 days, but ask your registrar to find out) where you can transfer it to another registrar. If Private Registration is enabled, you will have to renew it at the current registrar, and then transfer it away to another.

Be careful not to tarry too long, however, as after the grace period ends, your domain will fall under the "redemption" status. This means that anyone can register it at any registrar.
